Man arrested on rape charge on Foucher Street, police say

A 57-year-old man was arrested this week on a in connection with an investigation into a rape from last August Street on Foucher Street in the Milan neighborhood, and a woman was arrested on a battery charge related to an incident last month on Third Street in Central City, New Orleans police said.

Nolan Howard Jr., 57, was arrested Monday on a charge of first-degree rape in connection with an incident Aug. 30, 2016, at the intersection of Danneel Street and Foucher Street, according to a NOPD report. Howard was arrested in the 1900 block of Foucher by the NOPD Violent Offender Warrant Squad and U.S. Marshals, and his bond was set at $45,000 in his first appearance before a magistrate judge, according to court records.

The victim in that case told police that she was hit in the back of the head by a man later identified as Paul Thomas Champ, pulled into an abandoned home, and raped in the presence of several men, according to a report at nola.com.

Also on Monday, the warrant squad arrested Wynola Clanton, 28, on an aggravated-battery charge related to an incident Feb. 19 in the 1800 block of Third Street. She was arrested in the 4400 block of Cessna Court, and her bond was set at $10,000 with a “stay away” order from the magistrate judge, court records show.

No booking photo of Clanton was available Wednesday morning, as she is not listed on the jail roster.
