Louis J. Harris was observed by narcotics investigators around 1:20 p.m. in the 2000 block of LaSalle selling seven rocks of crack cocaine while he held the child in his arms, narcotics investigators said Wednesday at the Sixth District’s weekly meeting of ranking officers.
“He had the baby in one hand and he was facilitating the deal with the other,” said NOPD Lt. Frank Young.
Harris was booked into the Orleans Parish Jail on charges of distribution of crack cocaine and cruelty to a juvenile, and his bond was set at $30,000. The child was released into the custody of a family member, Young said.
Children have been a frequent victim of the violence around street crime in New Orleans this year. Londyn Samuels, a 13-month-old baby, was killed in her babysitter’s arms in the nearby 2800 block of South Saratoga in late August. A 7-month old boy named Deshawn Kinard and his father were killed in a shooting on the Crescent City Connection in November, and 11-year-old Arabian Gayles was killed while sleeping in a west-Carrollton house that was fired upon in September. Previously in Central City, Jeremy Galmon, 2, was killed in 2010; Keira Holmes, 1, was killed in 2011; and Briana Allen, 5, was killed in 2012 at a birthday party.
