The weather may have turned, as have the Saints’ fortunes in the NFL playoffs, but around Uptown a semblance of normalcy has returned. Weekly meetings continue as normal or, in the case of the New Orleans Toastmasters Club, have resumed after holiday breaks. Tomorrow afternoon, the City Planning Commission will meet to review an ordinance to permit the expansion of St. Andrew’s Episcopal School — those interested should arrive early in case prior business is dealt with swiftly.     St Andrews is a truly great and affordable school, and brings a lot of value to the neighborhood and to our city. Has for 50 years. I hope they are not unduly restricted from their modest building plans.
